A lookup asks the network, not a table: whether the number exists, which operator holds it today including numbers that have moved between them, and whether the handset is reachable right now. Run it at sign-up and you stop paying to send codes to numbers that were never going to receive one.

Woyra accepts the formats people and spreadsheets actually produce — spaces, hyphens, brackets, a leading 00 — and refuses only what cannot be routed. A United States number without its country code is refused rather than guessed at, because no system can know which country a national number belongs to.

Billing in USD is where this is going, and it is a real advantage when it arrives, but a converted price needs a published rate behind it and there is not one yet, so we quote one currency rather than invent a second.
